Can I (non-resident) enter the stadium on cat 4 ticket?

I have some relatives who will be (hopefully) purchasing category 4 tickets over in Russia in their home town. How does ID work to get into the match, and will I be able to attend with them despite not being a resident of Russia?

note: I will be purchasing my own tickets for matches in other cities to get Fan ID, and also already have a visa to enter the country. My relatives just wanted to go to a match in their hometown, so will be purchasing a group of tickets separately for that. I just want to make sure I can go in and sit with them.
